No, it is not. As a US citizen, you can bring back up to a certain amount of tobacco products back to the US during a 90-day period (look it up on the border patrol website.) You have to declare them at the border, and if you have more than the allowable amount, they can cease them at the border. If you are purchasing them for resale, that's the illegal part. The ban on the flavored cigarettes is targeted specifically at retailers, not individual consumers - for now.
I bought 10 packs of cloves in 2011 and cross the US-Canada border into Michigan with them and they didn't bat an eye and my car wasn't searched.
