The actual diameter of the bullets are both 30 cal. The brass casings are different for each rifle. Therefore, to distinguish between the two, (since they are both 30 cal, you can't call them both 30 caliber, or else you'd get the bullets mixed up for each rifle) they label the 303 by the diameter between the "lands" (.303 inch from the rifling surfaces in the barrel) the 308 is measured from the grooves. (.308 inch from the depth of the grooves instead of the surface of the lands.) They both fire a 30 caliber bullet, but they are designated using different measurements in order to keep from getting the different size casting mixed up between rifles.

Yes and no. Many .300 caliber cartridges use a bullet that is actually .308 inches in diameter- such as the 30-06. However, CARTRIDGES such as the .300 Winchester Magnum are a different size/shape than the .308 Winchester cartridge- they do not interchange.

And "caliber" can also mean the complete name of a specific cartridge, which might be quite different from some other one using the same caliber bullets. Examples: The caliber ".357 magnum" uses .357" (or 357/1000 inch) bullets. The caliber ".308 Winchester" uses .308" bullets. But the caliber ".30-06 Springfield" ALSO uses those same .308 bullets. But it's a different "caliber" because it's not the same cartridge. The .30-06 has a much longer case that holds more gunpowder.

Winchester did not make an 1895 in .308 Winchester Caliber. Marked 30 Army is 30-40 Krag Caliber. Marked 30 US is 30-40 Krag Caliber. Marked 30 Government is either 30-03 Caliber or 30-06 Caliber Marked 30 Government 03 is 30-03 Caliber Marked 30 Government 06 is 30-06 Caliber FYI: The 30-03 while practically unknown is the forerunner of the 30-06. It is identical to the 30-06 except it has a slightly longer case neck than the 30-06. Since the both cartridges headspace on the shoulder, it is safe to fire a 30-06 cartridge in a 30-03 marked rifle, but not the other way around.
