Don't worry , you don't have to . Your age is too young to tell such things out loud without scaring the adressant. At first just act friendly around the person , get to know her. Then as you become more and more friends with her , try and step it up a notch by flirting. Afterwards things will become natural , you will start dating , kissing etc. You will also get a bit older and worry about the "love" aspect of your relationship.
