As long as you're not taking any medication you can drink, but please be careful. The blood loss could have made you slightly anaemic and the alcohol will affect you quicker. I'm sorry for your loss, I'm not suprised you want a drink but it won't help.

First let me say: never. Smoking is bad, if you have already managed to give it up, you may as well stay off of them.

However; if you only stopped smoking for the sake of the child and now truly wish to return to smoking there would be no waiting period. With no child inside of you after the miscarriage the only reason not to smoke is for your own health, and if you don't care about that, than what are you waiting for?

Smoking should be suitable after your maternity sickness has passed. If you are feeling sick or experience dizziness after your child is born, you should not smoke.
