Wouldn't be a great idea. Just wait- you'll be in enough pain as is. Also, you might be asked to remove all jewellery including piercings before surgery. In which case you might as well not worry about having had it pierced at all. Also, you want to avoid infection anywhere in your body because infection weakens your immune system and you don't want an infection in your industrial to hinder your healing for your wisdoms. In short, save it till you're healed. Make it a reward for getting them out :)

It really depends on where your getting the ear piercing. Tragus, industrial or uncommon ear piercings hurt more then the belly button. If were talking normal lobe piercings, belly hurts more :)
No, You should always go to a professional piercer with experience! Never go to a place like Claires or the Icing or even Walmart. Also be prepared for a lot of pain, Industrial piercings will hurt for sometimes more than a year after getting them done.
Do you mean repierce a partially healed piercing or getting a second set of piercings? Both are possible and the risk of infection are the same as the initial piercing.
I would wait at least 2 weeks just to be sure your body is healing the piercing OK before you start subjecting the piercings to chemicals.
Piercing jewelry can get in the way of drains, catheters and surgical routes, among other things. For the sake of safety, especially regarding the risk of potential infection, all piercings need to be removed prior to surgery. For any mouth piercings, these would need to be removed - due to the need for intubation during surgery (and tubing could get caught on mouth/tongue piercings). For any umbilical piercings (bellybutton), these could be in the way of drains from the abdominal cavity. For any labial piercings, these could be problematic for urinary catheterization, which is routinely used during surgical procedures.
