It depends on where you go to get it pierced..I know that you have to be 13 to get it pierced in Claires, even with a parents consent..I got mine pierced at a stand in my mall called "Pierce and Tell" and they didn't even ask how old I was like Claires did...
It really just depends on the state you live and the laws.
I have my and im 13, then again I was allowed to.

If you aren't sure maybe call the place and ask.
You can get it done by a professional at a tattoo shop, or even a spa. That's where I get mine. (As long as they are certified in it,you're fine)
Don't go to Claires or somewhere like that. Sometimes, the people that do it aren't experienced believe it or not, and I have had friends with bad pierceings. It's gross too.

I have 4 piercings on each of my ears 3 on the lobes and the 4th is on the cartilage. I got all of them done at Claires in the mall but they did say that i couldn't get a cartilage piercing under the age of 13. Yet they still went and pierced me. So i guess you could say the age would be 13 but it really depends on where you go and where you live.

If the 12 year old has had the piercing for over a year, chances are good it's healed. If it was done by a piercing gun, then it could still be healing.
There will be bumps in the cartilage near the piercing. It is better to be pierced with a needle.

YES it is ...I have an industrial and it is on the cartilage and my cousin have the tragus and she started crying and her pain tolerance is better then mine the tragus huet much more because it is more cartilage in it then on a cartilage piercing
No cartilage piercing will not migrate because the cartilage is holding the piercing in place. However the piercing can still be torn out with enough force leaving a real nasty mess to deal with.
