All Body Piercing and Tattoo studios have age limits set by the licensing agency so age limits can vary from town to town and city to city. Prices for piercings can also vary from shop to shop as well as the requirements for parental consent. Your best bet is to call your local city hall business licensing office and ask about age requirements for your area. Then call the local studios listed and ask about shop policies and prices.

Well I think so look at this Sec. 13102. (1) An individual shall not tattoo, brand, or perform body-piercing on a minor unless the individual obtains the prior written informed consent of the minor's parent or legal guardian. Its from the Michigan State Website, so yes you can.
You must be 18 years old. However, with a parent or guardian's consent, it is possible to get a piercing at a younger age.
I dont now about in DC but in NYc YOU dont need parents to get your piercing if your 15and+ years old ....you just need to be old enough to get a tatoo if your not 18 and older yuh need a parent there with you
