Reboot the iPod and start over. There's not much else to do at that point. Be sure you aren't loading in more data that the iPod can hold.

I believe that a different name for the iPod Chromatic is the iPod Nano, which doesn't come in a 4GB model. The smallest memory is the 8GB, and the 4th Generation iPod Nano started at $149.
The ipod nano 4gb can only take 400 songs because that is as much space you have left on your ipod. I suggest you restore your ipod and then try putting more songs on it.

1GB will hold about 1-1 1/2 hours of video, so a 4GB iPod can hold around 5-6 hours. Although, I cannot think of a 4GB iPod that will support video playback. There is only the 8GB iPod Nano that plays video.
The iPod touch has much more features.

You can store any files on a 4gb IPOD as if it was a USB drive by ENABLING DISK USE through ITUNES. They do not have to be music files to be stored. When you have ENABLED DISK USE you can access the IPOD from MY COMPUTER as if it was a harddrive or external drive and then drag your files over on to the IPOD.
