Yes, the views will be count if the user is not even logged in the YouTube account. Because of this reason only many YouTube videos get so many views but for comment and likes you've to sign in to get the authority to do so.
Depends on the rapper, how frequent are his/her shows (and if they are sould out), how many sales do they get and how many views the video gets on YouTube, if monatized.

Since during 2011 youtube had somewhere around a trillion views (1,000,000,000,000. That's 1 followed by 12 zeros.) AND another trillion views (during 2010 and 2009), that means youtube has over 2,000,000,000,000 views (adding all the views from the previous years). I'm not sure how many views youtube had during 2005-2008, but a lot less than during last few years, that's for sure. Total views can even over 3 trillions.

I don't think you need a specific number of views to get paid. But you will probably need some steady activity on your videos in order to be accepted in the YouTube Partner program.
