You can get your tubes tied at any time. The number of kids does not matter. This is something you need to talk about with your OB/GYN. Make an appointment.

I think it more has to do with age than how many and if you have kids. They consider this a permanent solution even though you can try to reverse it and 1/1000 can get pregnant even though they are tied. If you feel you might change your mind one day, you should choose another way of Birth Control.
