Once you signed up, you became the legal property of the country that sent you to war, so it would all depend on their own rules. I've had acquaintances who've been in the service who were severely reprimanded for getting tattoos on leave, and I've known some who regularly went out and got drunk and tattooed with the Squad Sergeant, so it all really depends. Plus, there is the variable of will the tattoo get banged up in the field during healing, get infected, etc. May be more worth your time and money to wait till leave. Talk to the other guys in your unit with tattoos, they probably know the drill.

You can't. If a tattoo artist tattoos you when you're underage, then its not a safe, professional studio. Wait until your legally able to get a tattoo. If you can't wait that long, then you are obviously not ready to get a tattoo in the first place.
