OK simply put a tongue piercing once done will have localized swelling for the first two weeks, once the swelling has eased the barbell may seem some what longer (good time to get the barbell stepped down to protect the teeth). Once the step down barbell is in the piercing will remain slightly swelled for the next 4 weeks. So over all, so long as you don't get a cold* (*this will prolong the healing time) you are looking at a time period of 6 weeks to attain a light heal. This is far from considered healed, professional piercers consider a piercing seasoned and fully healed when the piercing is a full year old.

If you decide you no longer want the piercing that is fine. Never remove a piercing till it has fully healed. The Tonga is a muscle and requires adequate healing time do not remove for 3 to 6 months. You wouldn't have been told to wait that long unless you needed to be told to wait that long. You need to let the piercing heal before you go changing the jewellery, if you change it too soon you can damage the fine tissue your body is trying to form to make the piercing. So wait till it's ready.
I've answered this exact same question before in relation to tattoos, but in the instance of a piercing; prednisone is an immunosuppressant medication that will possibly effect the healing of the piercing and/or tattoo, so I would hold off on getting it till you are either off of the medication or have switched to a different medication with less of an impact to your immune system. However, the tongue is an area that with proper care will heal quite easily and quickly, so possibly given this you would be able to get the piercing with no adverse reactions. Still though, I would hold off.

The longer the piercing has been in place with jewellery, the longer it will take for the piercing to close with the jewellery removed. Generally if you have had the piercing with jewellery over a year the piercing can take several months to shrink down to the point where you can't put jewellery into the piercing any longer. If you have only had the piercing for a few months then it can take a few weeks for the piercing to close.
