It seems like magic, but actually it is simple. The cue ball is very slightly smaller than the rest of the balls. This makes the ball not catch in the collector because the collector is sized for the regular balls, not the cue ball. To test it yourself, feel both balls and you will discover that the cue ball is ever so slightly smaller.

In a typical pool table, the white ball is released manually by the player, either by hand or with a mechanical ball return system. The pool table itself does not have a mechanism to release the white ball automatically.
