The only people with the authority to do that - are law-enforcement agencies. You, as an individual do not have the right to trace the location of someone's phone, and attempting to do so could land you in court!

You can only use this feature if you have set up your MobileMe account in the Setting app on your iPhone. If you never did this, you will not be able to locate your phone. If you have set it up and need to use it to find your iPhone, you can use another iOS device with the Find My iPhone app installed to locate it. From there, you can see where it is on a Google map, remote lock the iPhone, remote wipe the iPhone, display a message on the screen, or have the iPhone sound an alarm so you can locate it easier (plays the sound at maximum volume even if silent switch is enabled!).
Yes, you can find your lost iPhone with an iPhone app. However, you must have access to another apple product with the same app to locate your lost iPhone. It's called FindmyiPhone in the app store, and it's free. All you do is make an account. Let's say your iPhone is lost, all you do is sign in with your account with another device with the same app and the app will do the rest. Its quite amazing.

I think Last Alert is a paid phone app. You only need the free find My iPhone app. You only have to turn find My iPhone on in your iphone. Then you can locate it from other ios devices
