There are two methods of obtaining professional licensure in Virginia. You can take a 750 hour tattoo school course (such as http://www.tattoo-training.net) or a 1500 tattoo apprenticeship course. The former leads to entry level skills the later to more senior entry-level skills. You will also have to take CPR, First Aird and Blood Borne Pathogens.
After your instructor or a person licensed to apprentice signs off on your paperwork saying you fulfilled the hourly requirements and performance requirements (100 tattoos) you may apply to take the tattoo artist exam. Once you pass this exam you can apply for licensure.
