As far as I know, smoking only affects the smell and taste of semen... in a bad way. You may not want to smoke if your girlfriend wants to give you a blow job or if you let off your cannon around her mouth. This goes for anything you smoke, like cigarettes, cigars, marijuana, cocaine, etc.
Otherwise, it depends on what you are smoking as to the effects of sperm count. If you smoke a depressant, such as marijuana, your sperm count will be significantly lower than normal. I do not believe that the non-illegal smokes affect this.
