The M16A4 is a select fire weapon, but is limited to three round bursts, the same way the M16A2 is.
The M-16's issued during the Vietnam War were fully automatic. The three-round burst was adopted later.
The AK round. The AK 47 fires a 7.62mm round. The M16/M4 fires a 5.56mm round.
The M16 rifles have three selector settings. On the M16A1, they are Safe - Full - Auto, and the A1 series rifles are capable of unrestricted full auto fire. On the M16A2, M16A4, and M4, the selector settings are Safe - Full - Burst, and they are limited to three round bursts.

In a way the M16 is a machine gun, but it can also do three round burst and semi automatic. civilians are not allowed to have automatic m16s unless you have an automatic weapons permit, but you can have a semi automatic M16. (an AR-15 is almost like an M16 and much cheaper if you're looking to buy one.)
