Well, personally, I think not. It's more obvious that she has a crush on Ash. And I think Ash likes her back, since the rest of the girls played more of a sister-ly role to him, and yes Misty has her older sister moments, but there are more hints to them liking each other (I know you only asked if Misty liked Tracy, but I like over-doing it sometimes :3 )
