The answer is not a clear yes or no. Different people react differently to the effects of marijuana. Slow has many different meanings, but as a whole people do appear to become more relaxed and less engaged while under the effects of this drug. Marijuana has not been proven to have either a positive or negative effect on the intelligence of a user long or short term, but it can temporarily impair short term memory and coordination so it is definitely not a good idea to use this drug shortly before performing any task that requires you to be alert or attentive to detail. Irresponsible use of this drug can create difficulties in establishing or maintaining professional employment (testing positive for this drug usually rules out or terminates employment) not much unlike careless use of alcohol, and driving while intoxicated on marijuana carries the same penalty. It is currently illegal to use except under very restricted medical circumstances.

Kind of. It's hard to explain. You will slow down, your common sense will not be as good. It does slow you down, but not by alot.
