Most tattoo / piercing parlors do require ID unless you are obviously over 18. if are under 18 have a parent or guardian come with you to give permission.
If the bar just won't go through your tongue, there's a possibility that it healed over and you need to re-pierce it. Or you just need a longer bar. Most piercers(even unprofessional) need to make sure that the 'starter bar' is longer than most would be.
