Some tattoos can be completely "covered" by a professional tattoo artist who specializes in "cover-ups". Letting the artist guide you as to what can be done is the best way to go with this, and ideally you will be looking for a design that has a lot of detail in it: Japanese lends itself to this very well, as does mandalas, a tattoo can be covered with this kind of design, using colour, along with white ink. White ink may have to be done a couple of times however, to make sure it has covered what was there.
