Depends which iPod Touch. I know that on the new one you can download Skype for free and make Skype video calls/audio to computers/iPhones/iTouches
Phone calls cannot be made on the iPod Touch. The iPod Touch does not have the capabilities to make a phone call. But you can go on face time which is like skype

No, there are many applications that allow you to send free text messages and even make free phone calls. If you have ipod touch 2nd gen (with speaker or with speaker and mic) I recommend you get "fring" its a free application that actually allows you to make free phone calls. ( if you don't have a mic in your ipod, you can always buy apple earphones for iphone that have a mic attached to them)

It is meant for listening to music but, most people who own an ipod touch mostly play games on it. But, an ipod touch you can download apps that you can text people on but the 2g ipod touch it doesn't have speakers. So, if you have an ipod touch you can't download an app that makes free calls because ipod touchs don't have speakers. But, iphone can do alot more than ipod touchs.

You cannot "call" on the iPod touch. If you want to make calls, then you will need an iPhone, for which there is of course a bill
