Yes, it's legal, but good luck finding a shop to do it at that age. Look around at local tattoo and piercing shops to see one around you. DO NOT GET IT DONE WITH A GUN. Guns are bad enough for lobes, but for your nose.....you don't even wanna think about it. Don't self-pierce either.
