Yes and no. Officially, Siri is only available as a built-in service that is currently (as of August 2012) available for the Apple iPhone 4S and third-generation iPad. In January 2012 however, independent developers have ported Siri to older iOS devices through Cydia, for jailbroken iOS devices.
