I would think so. 17 is the age where most shops will work with you a little bit if your parents are there for it. Anything younger, almost all shops will tell you to get lost. But even still, a lot of shops will tell you that you waited this long...wait a little longer. Call around.

In California it is completly illegal no matter what, parent signature doesnt matter you must be 18 years of age to have a tattoo done. Your parent and the tattoo artist/shop will be fined greatly if not jail time.

It depends on where you live. In the U.S., some states consider it legal and the marriage age can be as young as 14 years of age. (with parent(s) concent) In most states, an adult with a minor is illegal. The adult could be sighted for statutory rape if a bad incident were to occur.(Parent concent or not)
It would clearly be illegal. No one is allowed to tattoo without a license. And no one may tattoo a minor. There is an exception to cover an existing tattoo where a parent may take a 16 or 17 year old to a tattoo parlor.
