Actually, negro is black (as in the colour) in spanish - but you can't CALL someone that! that's just rude - it's like calling someone the other N word.
You might want to think about how allowing one parent to overrule the other over something as pointless as a tattoo will affect your parent's relationship. It would be a very poor choice by both you and your non-custodial parent to get you a tattoo over the express wishes of your custodial parent. You can get the tattoo when you are old enough to decide for yourself and not cause more tension and harm to your parents relationship. You shouldn't be selfish enough to hurt other people.
Depends on the state. For example, in California its completely illegal no matter what for someone under the age of 18 to get a tattoo. In Florida, minors need parental consent. In Colorado, anyone of any age can get a tattoo (crazy i know).
It is unlawful for any person to tattoo any other person under the age of eighteen without the consent of the parents of such person in Louisana.
No, step parents are parents who live with the other parent, married or not, and who is not your biological parent or foster parent. An adoptive parent is your full parent, just like a biological one. You will inherit them and carry their name.

No, Any one found giving a minor a tattoo can and will be fined $5,000. Oklahoma's neighboring state, Arkansas, on the other hand allows minors to get a tattoo with parental consent.
Parents aren't fighting with each other. I would say there are scores of disadvantages for each advantage someone comes up with.

If the parents are divorced then it is between the parents if the child can go live with the other parent. At age 14 the child can choose witch parent he/she wont's to live with. If that other parent is not willing to let the child go live with that parent then it can be taken to court or just wait till the child is 18 and can go live on it's own.
