1430 military time is 2:30 pm civilian time. The time zone is often added; 1430 EST, PST, or whatever is appropriate. Note that military (and European) time is based on a 24-hr clock, as opposed to the civilian 12-hour clock.

It is 2:30 in the afternoon. The military clock just uses a 24 hour clock instead of AM and PM. So if the day starts at midnight the first hour after midnight that you would call 1AM is 0100 in military time and so on. Noon becomes 1200 and 1:00PM is the 13th hour so it is 1300 and so on.
