Not necessarily. While fruits develop from the ovary of a flowering plant and contain seeds, not all seed-containing items are considered fruits. For example, cucumbers and tomatoes are botanically classified as fruits because they develop from the ovary and contain seeds, even though they are often considered vegetables in a culinary context.

The term fruit has different meanings depending on context. In botany, a fruit is the ripened ovary-together with seeds-of a flowering plant.

Is anything with seeds considered a fruit?

Yes. It was debated many years, but they finally decided that anything with seeds was a fruit and anything without seeds was a vegetable.A bit more:In a way, yes. What the plant or tree produces is considered the "fruit" of that plant or tree, such as lemons, apples, berries, pecans, melons, etc.But that doesn't mean every thing produced by plants and trees is considered fruit. For example, pecans are produced by a pecan tree, but they aren't a fruit, they are a nut. Also, many flower plants produce seeds, but they aren't considered a fruit, either.
