Scat singing also has to be improvised. I would call singing with only meaningless syllables "vocalizations", which can apply to both improvised vocal noises (eg. Ella Fitzgerald) and planned, written noises that are part of the lyrics (eg. "Hey Jude", "The Look").

Singing solfege (putting syllables from the scale do, re, me, fa... on the melody) could also be meant by "without lyrics."
