Fly to Pastoria city and go into the Great Marsh. Go six steps to the right. Talk to the male Ace Trainer and he will give you the HM05 Defog, implying that you would be doing him a favor, as none of his pokemon can learn it.

Go to Pastoria City and go into the Great Marsh. Pay the 500 poke and then go six steps to the right. You will see a male Ace Trainer with green hair. Talk to him. He will give you the HM05 Defog, saying since none of his pokemon can learn it, you would be doing him a favor. Taking it will help you go to Celestic Town by getting rid of the fog.
