Where do you get the hm surf in Pokemon Gold?

After you beat the Pastoria City gym leader, on your way back to Hearthome City Cynthia will give you a secretpotion and tell you to use on the psyduck blocking the road going upward from Solacion town. Once you use it on them, Cynthia will give you the Old Charm and tell you to give it to the elder of Celestic Town. Then you follow the road that the psyduck were blocking. Once you get to Celestic Town, there will be a Galactic Grunt blocking the way. Then the elder comes to congratulate you for winning the battle. Then she tells you to go inside the ruins that the Galactic Grunt was blocking. At the very back there is a cave painting. Go over to it. Then the elder will come talk to you about it. After that, she will give you the HM Surf.

I think it is the same as in Diamond and Pearl. You get the Secret Potion from Cynthia, and you cure the Psyduck's headache. She sees you after they leave, and gives you a necklace. You go to Celestic Town and beat the Galactic Grunt, give her grandmother the necklace, and she gives you HM Surf! (You won't be able to use it until you beat the 5th gym leader.)
