This was said to merely be a way for Starfire to learn the English language, but it became obvious that she had feelings for him. Robin resisted, but finally confessed his love for her and they began dating in New Teen Titans vol. 1 #25 (1982). Eventually, they moved in together in New Teen Titans vol. 2 #39 (1988) and even planned to get married (New Titans #99 (1993)) but it didn't work out.

Raven was not in control of her new found emotions (which she hadn't had until her third life) and when she got angry and jealous of Starfire and Robin's marriage (since she was in love with Robin, or so she thought, at that time) she lost it and killed the minister.
