However I think you might be talking about STRANDED, the episode where Robin states out of embarassment that he is NOT Starfire's boyfriend, leaving her feeling hurt and confused. Due to his actions, Starfire later looses her powers and she and Robin fall helplessly into a cave. It is in this cave where the two console their relationship and Robin expresses that he actually does like having Starfire as his friend.
At the end of Trouble In Tokyo, Robin and Starfire hold hands. In the spin off comics "Titans Go!" Larry the Titan remarks that, from this action, Robin and Starfire are infact a couple.
