Sasuke is meant to be seen as stronger, in the beginning, than Naruto for specific reasons. Kishimoto wanted Sasuke especially in part I to seem always one step ahead of Naruto, so he was a formidable rival. Sasuke was created to be a character that seemed like he could learn everything easily and right away, do difficult jutsu with ease, etc., making him quite the opposite of Naruto, who struggled with certain jutsu and techniques.
Now in part II we can see that Sasuke's strength and ability is almost rivaled by Naruto's strength and ability. Both have defeated notorious enemies. They both have their own special techniques that are very powerful and can cause much damage. Sasuke with his Sharingan abilities, Naruto with the Rasengan and Sage mode...they are almost, arguably, equal in strength as of right now.

∙ 11y agoNARUTO well naruto knows all 11 types of rasengans he can control the nine tails and he became faster than his dad on episode 127 itachi also gave him a gift it is not yet unknown in the series his way better than sasuke..............
SASUKE knows 4 types of sharingan almost fast as naruto he has sussano which he learnd it when he took itachis eyes he is ony better at naruto on some of the parts on young naruto..............

∙ 11y agoNaruto is hands down stronger. He has Sage mode, New Bijuu mode, and nine tails mode. Naruto has been doing much more training than he has been doing, and even before all the training Naruto still won as a child against him. Neji couldn't even defeat a normal Naruto at this point.

I think Naruto will be stronger in both Naruto and Naruto Shippuden because he has the nine tailed fox inside him. Altogether there are nine animals with tails like the kyuubi such as the sanbi(3 tails) and the hachibi(8 tails). Gaara's animal inside him only has one tail so Shukaku (the one tailed tankuki) is the weakest out of the nine animals. Naruto will die if the nine tailed fox reaches 9 tails or if the akatsuki like Itachi suck the power out like what they did with Gaara except Gaara was saved by Granny Chiyo. Though Naruto before the Chunin Exams wouldn't stand a chance against Gaara pre-Chunin Exams.
