Statistically speaking we'd never know, the majority of people nowdays download movies/videos illegally via illegal torrenting sites; therefore, it's unknown.
But judging on the amount of views YouTube videos made, the theme tune alone made over 100million views, I very much doubt it'd be as low as 300-500million people.
Take into consideration this was made a good few years ago, therefore, the mass majority of countries would have heard of it.
I was in Tokyo a few years back and noticed advertisements on their billboards regarding Titanic, so I'd assume a large minority of the population has seen it.
More then likely above 500million views (individual people) - billions upon billions of people have reseen it.
I for one has seen this film multiple times, normal edition (release date) - several times over the past few years and most recently twice on blueray and twice on 3D.
