You can only catch Phanpy in Platinum if it's 1 of the daily swarms but swarms do not occur until after beating the Elite 4 and acquiring the National Dex however you could also migrate it from either Ruby, Sapphire, FireRed, LeafGreen or Emerald or you could trade for it.
