No one can pay attention to another person 24/7. It is just impossible. However, if she really is too busy between school, work and other responsibilities you need to recognize that. You can talk with her, relieve her of some of the load or give her the space to continue with what she has to do. Sometimes, people have to put others aside for a period of time, which is not their preference but is necessity. If this is not something you can do, then you may need to call it quits on the relationship.
