This really varies by location, as well as the characteristics of the woman. In the past, it was not seen as ladylike to go into a bar, especially unaccompanied by a man. To my knowledge, there were not specific laws prohibiting that women enter a bar, but a woman was much more respected if she did not frequent bars.
