YES! Even if she doesn't love you back, you'll know the truth. The truth hurts but, silence kills. Girls would rather have a person tell them they love them than to hold it in and assume that they know. They may not know and what if they are in love with you too! If you do not think that she loves you equally it may startle her or run her off. But if you think she may have the same feelings for you, it is best to just tell her. Be sweet about it though, maybe offer her a hug, or hold her hand. Girls are a lot more welcome to sudden changes in a relationship like that if they are done with affection and a little romance. You might even buy her a hallmark card or write her a letter/poem etc.
The best way to tell a girl that you love her is not with words, you show her. You treat her with respect in public and private, you listen to what she has, you pay attention to what she likes and doesn't like and try to behave accordingly and you do nice things that would please her. You could also tell her but if you don't show her, your words are empty.
talk to her in a quiet place away from ppl and just say "I really like you." or "I love you" and don't say anything else till she replies.

If u guys are at a dance the best time you should say it is when you guys are slow dancing but if you two aren't at the dance you should tell her when she does something to you like hugs you, put her head on you...etc if stuff like that doesn't happen then just go up to her and say it.
