Well you could ask a girl for a hug if you friends with her . If your not friends then she will just think your weird . Sometimes some girls don't mind giving random guys hug . I suggest that you become friends with her and then ask for a hug.

To really ask a girl for hug, one has to be really really close enough to ask or else you may come out to be pervert or some sort. So you got to be careful. Mostly women won't mind for hug, but also you must understand the culture. Westerners don't find anything odd in hug, but Asians and mostly conservative ones tend to be shocked on such a request.

Because their girls and I'm a girl and I DON'T like hugging but Girly-Girls sometimes do it to smell any hair/body or just their CRAZY!
