It grows back normally but will seem darker and coarser at first. This is because of how hair grows. Hair shafts have a tapered end. Hair normally grows for awhile and then falls out. It is quickly replaced by a new hair shaft.

If you shave, when the hair shaft continues to grow, it will not have the tapered end since you shaved it off. This will give the appearance of a coarser and darker growth. However, if you leave the area alone and don't shave for awhile, the hair will return to its normal, pre-shaving state.
