Well, first of all. If you go to same school as him. Smile at him when you walk past him. And do this every time you see him. Then it'd break the ice a bit when you guys talk.
If you don't go to same school as him but have him on your Facebook or something. (MSN, whatever) Try to compliment him on a picture of him, or 'like' his status. Maybe something will perk up a conversation. Remember just to be yourself and not to sound creepy.
