No you can't. You can tell if a boy likes you by the sum total of his actions toward you. Does he show you respect in private as well as in front of others; does he actually listen to what you have to say; does he value your opinion; does he respect your family and friends. These are the things that tell you how he feels about you.
Hugs can be sincere or hugs can be an easy way for a boy to give you comfort in a process to get what he wants from you.
