No. It is not at all difficult to wash and keep clean as most foreskins can be easily retracted for cleaning. An intact man will smell as fresh and sweet down there after his daily shower or a bath, or after a simple wash, as a circumcised man. If the foreskin is retracted for urination and the penis head and any drops shaken or wiped off at the end of the procedure it will remain reasonably fresh smelling. Some men leave the foreskin retracted to allow things to dry off. While an unwashed intact penis can develop a quite pungent odour it is also the case that an unwashed circumcised penis can smell of stale dry piss.
