Yes Desoximetasone can be used for chapped lips. Lips can dry out to the point were they are so dry they get inflamed and regular lip balms or creams will not longer work on them. So desoximetasone is used to treat the inflammation so that moisture can be returned the lips.

No. Desoximetasone is not perscribed for acne, however; I have been experiencing acne on my cheeks and chin and apply a thin layer of it every night, and i can honestly say it's working! I've been putting it on at night for about a week and my face is smoother and less red. The inflimation has significantly gone down and i have only a few red bumps or pimples left so i will definitely keep it in my nightly routine! It can't hurt to try, its an anti-inflamatory, so try it for a couple of days and see if it works! Good luck!
