Why is gohan not the strongest z character what happened to his hidden power?

Gohan was always the strongest Z fighter it did not show because he was hiding his hidden power. When he fights Freeza, and Radits he only shows parts of it. When he fights cell he gets really mad because cell destroy android 16, and because the cell juniors were going to kill all the Z fighters. When cell push him to far he unleashes all his hidden power. Gohan had always had the super saiyan 2 inside of him, but he did not know how to unleash it. When Babadi henchmen absorb his super saiyan 2 powers his hidden power got all absorb. Thats why he could not turn to Super Saiyan 2 when he faces buu.
