Mystogan was one of Fairy Tail's strongest members. He always wore a mask to hide his face, and using his magic, would put people to sleep to further conceal his identity. When his mask was destroyed in one episode, it showed that his face was identical to the villain Jellal from a previous arc, including his blue hair and distinctive tattoo.
It turned out that Mystogan had come from an alternate world called Edolas, which is where the cat-like Exceed came from, and which also contained many similar counterparts to the people in the regular world, referred to as 'Earthland'. This explained his resemblence to Jellal, they are counterparts.
Mystogan is the prince of Edolas. He disagreed with his father's use of Earthland's magic, stolen using a magical portal called Anima. Mystogan travelled to Earthland via Anima, looking for other portals so he could close them and limit his father's activities.
When Anima was used to abduct the Fairy Tail guild, he aided the remaining members, giving them information and other help, and sending them to Edolas to rescue the others. His final act there was to drain Edolas of its magic, ending the strife it had brought, and then remained there to rule as its new king.

No, they are not the same person. Mystogan comes from an alternate world called Edolas. Edolas contains many people who are very similar counterparts to people from the regular world, Earthland. Some are more similar than others. Many look identical, physically speaking, like Edolas' version of Natsu, Lucy and Erza. Others have marked physical differences but are clearly the same characters. Examples would be Edolas' version of Wendy, who is huge and physically imposing, and Ichiya's Edolas counterpart is actually one of the cat-like Exceed with the same face. Mystogan and Jellal are, like the first example, physically identical counterparts. It is just that Mystogan travelled to Earthland and lived there, making two people who looked the same (three technically as Jellal was said to have a brother, who was merely a magical clone).
