In their first appearances, Jellal was introduced as the twin brother of the council member, Siegrain. However later it was revealed that Siegrain was just an illusion, there was no brother, it was the same person all along.
Mystogan is considered as well but Mystogan isn't really the twin brother of Jellal. Mystogan is an alternate world counterpart of Jellal, from a world called Edolas, explaining why they have the same face, and the same true name. However apart from that, he is not related to him.
