On Route 35, there is a man that gives you a Spearow holding Flower Mail. You're supposed to remove the Flower Mail from the Spearow and exchange it to the fat guy on Route 31 who gives you TM49 Snatch (at least in the version I'm playing). He then tells you that you can keep the Spearow for yourself.
