go to those two galactic guys standing by where you came and battle them with dawn. they leave and you go to the galactic warehouse (not the huge building where you have to climb a big staircase) and get HM fly and teach it to one of your pokemon. Not recquired bu very useful using it you can go to any city or town that you already been without having to take the routes and whatnot. Then go to pastoria city. There is a water type gym leader there.

Begin by entering the southwest Island, but becareful where you leap.
Pretty much you might need a map to know where all of the items are located, and the best way to get to Lugia.

I think that entrance will take you to the south east island
Then I think you surf to the north west island.
The north west Island will take you back to the south east island I think,but I'm not sure. If you are not finished, you might have to surf back to the northwest island
After you are finished with the north west island you can exit, whichever island you exited and surf to the Northeast island wher you will eventually come accross the Kimono Girls and their Summoning Lugia Dance.
I told you the directions from memory, but I might be slightly incorrrect.

In SS you will have to go to the upper right Whirl Island and go in the cave and go all the way through it and go down the ramp into the cave and you will see the kimono girls there waiting for you to battle Lugia. WARNING! Do not kill Lugia! I accidentally did and now I am really sad.

How do you get Ho-oh on Pokemon HeartGold only?
To get Ho-Oh in Pokemon HeartGold, beat the eighth Gym Leader, Claire, who is a Dragon-type trainer. Then, go to New Bark Town and talk to Professor Elm. He will tell you the Kimono Girls want to see you in Ecruteak City. Go to Ecruteak City and go to the Ecruteak Dance Theater. You will meet the five Kimono Girls, who will battle you one-by-one (they have Vaporeon, Jolteon, Umbreon, Flareon, Espeon, not in that order, I think). After battling all five, the Kimono Girls will give you the Clear Bell (the second item needed to summon Ho-Oh, the other is the Rainbow Wing, which you should have already). Then, the building will shake and the Kimono Girl's little sister will tell them to go to the Bell Tower. The Kimono Girls will leave. Go to the Bell Tower, make your way to the top (its easy once you figure it out), and you will see the five Kimono Girls there. They will use your Rainbow Wing and Clear Bell to summon Ho-Oh, and you will have the opportunity to battle it. I recommend saving the Master Ball Professor Elm gives you when you talk to him (forgot to mention that) for catching Ho-Oh, which is pretty much the reason he gives it to you.
How do you get surf Pokemon Silver?
Go to ECRUTEAK City.. Go to the Dance Center and talk to the guy with the hat inside. He says that if you beat all the Kimono Girls (the ones on the stage) he'll give you a special gift which is HM03- Surf. They each have one of the the 4 evolve forms of Evee.
